Washington ESSB 6002 is in effect

A clear path through Washington’s new ALPR requirements.

An independent, document-based review of your agency’s ALPR program, built around the law now governing registration, retention, access, auditing, and public reporting.

Vendor-independent No plate-read data required

One program.
Several obligations.

21day general retention limit
2years of audit trail data
internal audit each year
Dec. 12027 reporting milestone

THE GOVERNANCE GAP

The law reaches beyond the camera system.

Washington’s framework connects policy, system configuration, training, access records, data sharing, retention, and public reporting. A vendor dashboard can describe activity inside its own platform. It cannot determine whether the agency’s complete program aligns with its obligations.

ALPR Governance organizes those moving parts into one review, with documented findings and a practical correction path for agency leadership, counsel, and the person assigned to the internal audit.

Start with the records your agency already has.

Plate-read data stays out of scope. The initial review does not require license plate numbers, vehicle images, or investigative search data.

The review is useful whether your agency operates Flock, Axon, Motorola, another platform, or more than one system.

QUESTIONS

Before you request a review.

Is this a legal opinion or compliance certification?

No. The review is an independent governance assessment and audit-preparation service. It identifies gaps and organizes evidence for agency decision-makers and counsel; final legal conclusions remain with the agency.

Does this replace the agency’s required internal audit?

No. ESSB 6002 requires each agency operating or accessing an ALPR system to conduct an internal audit at least annually. The review prepares the procedure, evidence, and findings the agency can use in that work.

How long does a review take?

Timing depends on the size of the program and the completeness of the agency’s records. Scope and delivery timing are confirmed before work begins.

Can you review more than one ALPR vendor?

Yes. The method is vendor-independent and can account for multiple systems within the same agency program.
